through that today as much as 9 degrees above average in santa rosa, 63 in san francisco and 66 degrees and sunny in san jose. more on your weather coming up. right now let's check on the roads with elizabeth. >> we have been following a big rig accidents for three hours northbound 101 coming into sunnyvale. traffic, if chopper 5 can zoom back, is stacked up into santa clara. the backups continue to grow. two lanes are blocked, blocked since about 2:50 a.m. that's when that accident first was reported. the problem is, there was some damage to the guardrail. 30 gallons of fuel spilled right there approaching that fair oaks avenue exit. wood debris all over. so there's a lot of clean-up going on. no major injuries but again that is what it looks like if you are behind this mess on 101 so don't get caught in this. use 280 free and clear right now. highway 85. also caltrain another great option and so far everything is rolling along all trains on time. let get a quick look at the bay bridge toll plaza. no metering lights yet. this is just your usual pa
the super bowl, but san francisco city officials are already working on plans to keep crowds from getting out of control, if the 49ers win. kron 4's charles clifford has details on where things stand now. >> reporter: after the giants won the world series back in october, there were large crowds celebrating all over san francisco, things really got rowdy around mission and 22nd where people were blocking the street and lighting fires. there was also a large crowd and a bonfire outside att park and along market street a muni bus was vandalized and set on fire. the city, of course, is hoping to avoid a repeat of scenes like these if the 49ers win the super bowl. after the giants world series win, city officials learned a few things. for one, revelers started fires using garbage from near by trash cans. before the super bowl, the city will have the garbage picked up to literally remove fuel from the fires. muni may also make changes to bus and train routes along market street to avoid a repeat of this scene. the dpt will also be rerouting traffic around problem areas, like mission street, to

out of san francisco. where police are involved in a standoff with an armed man. kron 4's scott rates is live in the richmond district with the latest. scott? >> reporter: >> oi just checked with police and they are still confirming that he is barricaded himself inside. it is still a very active scene. this is as far up as i can get. as i show you this is the crisis negotiation team. they are trying to get some progress. several swat team members running across the street. this started at 3:00 p.m. and there were shots fired inside this home. they heard someone screaming and i also saw the bullet hole right through that front door toward that is when officers walked out and this began. and some of these nearby homes have been evacuated. there also reports from police that this man is mentally unstable and is in sight alone. in side-alone. we can see the swat team. and running across the street it looks like they are going right through this neighborhood. and there are several swat team members they could be possibly gaining entrance. i will keep you updated and i will stay out here. >

violence before it gets out of hand. cbs 5 reporter da lin is in san francisco with a look at how police are planning a little play a little zone defense. right? >> reporter: the mission will get heavy police coverage in this area. come game day, you remember fans set bonfires throughout the city including one at mission and 19th streets when the giants won the worlds. and so that's why the police department will have a lot of folks here to make sure this zone, this area, will be contained. the san francisco police department has its game plan down for super bowl sunday. chief greg suhr tells me he will have two operations, one group of police officers will respond to regular service calls and then bring in a second group of officers mostly on overtime to handle post-game celebrations. >> we bring in all the other officers for crowd management. >> reporter: he wouldn't give a number but says it will be well over 100 officers. those officers will patrol the known hot spots, such as broadway street, polk and the marina. they will pay special att
accused of killing two people in san francisco's mission district during a hi-speed chase with police tuesday had his first court appearance today. as kron 4's dan kerman tells us, the man is facing a variety of charges - >> shackled at the wrist he appeared in court but did not enter a plea. the news media was not allowed to show his face on camera. authorities say that he drove to the valencia gardens complex. shot at three people and to throw off. but it is what happened next is what the 19 year-old is charged with murder. >> one of police tried to stop him he willfully evaded the police. he ran a red light trying to get away from the officer and as he ran the red light to the collision occurred. it cost to deaths and serious injury to the third party it caused two different--gas. we have sufficient evidence to cause him with murder because it caused two deaths in addition to the two deaths 3 counts of attempted murder. the only 19 year-old has been involved with gang activity for some time. his arrest should be a wake-up call for parents. >> any sign of a gang activity of 11 years

? >> spencer, thank you. well, a tragic start to the new year in san francisco where two innocent people were killed by a driver trying to get away from police. we have dramatic new video of that driver's arrest. police say the man was speeding away from a traffic stop after reports of a shooting in the mission district and then slammed into another car and a pedestrian. it was at 21st and south van ness at 8:00 this morning. john alsten is live where an innocent victim is being treated. >> last we heard the driver of the car that was hit is still in critical condition with life-threatening injuries. police say he just happened to be in the path of a car that was speeding away from officers who had just made a traffic stop. police moved in just minutes after the fatal crash. around 8:00 a.m. a neighbor recorded video of officers approaching the black chevy immediately after it plowed into a white toyota slamming that car into the front of a corner store. a passenger in the toyota was killed along with a 26-year-old man who just happened to be on the sidewalk. a surveillance camera pointed at
